Syrian Negotiation Commission

The Syrian Negotiation Commission is a comprehensive political body representing the broadest spectrum of the Syrian revolutionary and opposition forces. It is a functional entity tasked with negotiating with the Syrian regime within frameworks sponsored by the United Nations.

In December 2015, various Syrian opposition forces held the “Riyadh Conference 1” in Saudi Arabia, attended by around 150 opposition figures. At the end of the conference, the establishment of the “Syrian Negotiation Commission” was announced (which was then known as the High Negotiations Committee).

In December 2015, the Security Council issued Resolution 2254, which called for the commencement of official negotiations between representatives of the Syrian opposition and representatives of the regime with the aim of reaching a lasting political settlement, forming a credible governing body that includes everyone and is non-sectarian, adopting a process for drafting a new constitution for Syria, and conducting free elections under international supervision.

The United Nations quickly recognized the Syrian Negotiation Commission as the sole representative of the Syrian opposition.
